Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Significant resources is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from across the border, a capacity afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a automatic firearm opened up on a drone close by, part of a rapid response unit – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on international aid – a need that European nations are clearly incapable to substitute in the near term.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a assumption understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unfeasible to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but preventing a total frontline collapse until conditions improve in its favour.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.
While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
